David Fisher

President of NBPA

My name is David Fisher and I am the current President of the National Black Police Association Greater Philadelphia Chapter. I also sit on the National Black Police Association Board of Directors, as an Eastern Region Delegate.


I joined the Philadelphia Police Department on November 24, 1986. Upon graduation from the Police Academy, I was assigned to the 23rd Police District where I gained valuable patrol experience and knowledge of various facets of patrol. In 1989, I was selected to work on the Narcotics Strike Force as both a uniformed and undercover investigator for 7 seven years. In 1994, I was detailed to The Philadelphia District Attorney’s Narcotics Unit. I worked as an undercover narcotics investigator. This experience, allowed me to become active in long-term investigations. During this time I received certifications in Electronic Surveillance Wire with much training. This led to numerous arrests of dangerous drug offenders.


With this level of experience and expertise, I was promoted to the rank of Police Detective in 1997. Within the following year, I was elevated to the District Attorney’s Office Insurance Fraud Unit. This newly formed unit was created to target white-collar crime abusers. In 2006, The Pa. Attorney General's Office and the Philadelphia District Attorney’s Office formed the Gun Violence Task Force. This force targeted illegal guns being purchased and then re-sold on the streets of Philadelphia and surrounding counties. In 2012, Fisher was recruited by the District Attorney’s Office to investigate with a team of experienced detectives in the landmark case of sexual abuse by clergy in The Archdiocese of Philadelphia.


I served as President of the Guardian Civic League a civic organization for Black Police Officers from 1994 to 1996. Later I advanced into the role of executive vice president of the Guardian Civic League under Willie Williams from 2003 to 2005. I am proud to serve as the president of The National Black Police Association. I hope to provide a new innovative way of creating opportunities for you within the Philadelphia Police Department.
